Q: To: Pers 40

When fleet rated troops convert to seebee rates, they lose part or all of the sea time they put in on their previous ship. Why?

Answer: PERS-401 Policy Memorandum states the following:
"Assignment of personnel converting from Fleet ratings to a Seabee rating deserve special attention to ensure career progression and sea duty credit. Career progression dictates that a convertee's first Seabee tour will be in a Seabee Battalion. In following this policy, sea duty credit will be granted in cases where the convertee served in a deployed unit (type 2 or 4) prior to conversion. The convertee may receive up to 18 months of sea duty credit but will serve no less than a 36 month tour in a battalion. The convertee's PRD in his/her first Seabee sea duty tour will be established as the balance of sea duty required to match the sea/shore flow for the Seabee rating or 36 months, whichever is greater."
NAVADMIN 234/08 states that Sailors who are transitioning communities who have completed at least one sea tour while in their initial community should fully understand career path information, including possible sea tour lengths.
